Association challenges unintended use of PDAs (14/13)

The Police Association has lodged a formal dispute notification with the industrial umpire, Fair Work Australia, in a bid to stop the Victoria Police Force from using Professional Development Assessments (PDAs) in a manner that was never intended by the parties.

The Association has been made aware of a change of policy by the Force that now makes it mandatory to attach the last two years’ PDAs to an application for promotion or transfer.

PDAs were never introduced nor intended for this purpose.

When PDAs were introduced several years ago, it was expressly agreed by the parties that they would only serve one of two purposes: to address under-performance or to confirm a member’s eligibility for incremental salary progression. Nothing more, nothing less.

The Police Association is scheduled to begin arguing its case at the Fair Work Commission on 12 August 2013.
