Whilst training is not compulsory WorkSafe Victoria recommends that training is essential so HSRs gain the skills and confidence to represent members of their designated work group. The training course will supply basic information and skills required for HSRs to successfully exercise their powers under the Victorian Occupational Health & Safety (OHS) Act 2004 and Victorian OHS Regulations 2007 to make their workplace safer.
Attendance at this course will assist HSRs in:
Interpreting the occupational health and safety legislative framework and its relationship to the HSR
Identifying key parties and their legislative obligations and duties
Establishing representation in the workplace
Participating in consultation and issue resolution
Represent designated work group members in any OHS risk management process undertaken by the appropriate duty holder/s
Issuing a Provisional Improvement Notice (PIN) and directing the cessation of work
Elected employee HSRs are entitled to attend a five day WorkSafe Victoria approved initial-level training course. The Police Association conducts such a course. Our training is based on adult learning principles and equal access for all participants. Our training venues are either at ground level or have lifts available so people of all abilities can attend. All dietary requirements can be met.
Under the OHS Act 2004 there is NIL costs for any HSR who attends initial level training including any overnight accommodation that a HSR may need (see below).
HSRs who reside outside the metropolitan area of Melbourne should arrange for overnight accommodation and the payment of all relevant allowances through their local Command as per Section 67 of the Occupational Health and Safety Act 2004.

Members who are not HSRs but active in OHS such as OHS Committee members or OHS portfolio holders may also benefit from attending this course.
Under the Section 67 of the OHS Act 2004 all elected HSRs are entitled to undertake WorkSafe Victoria approved OHS training for HSRs and choose their training course in consultation with their employer. The Police Association is approved to deliver the HSR Initial OHS Training Course
